Best VPN for Malaysia in 2026: Speed, Netflix and Local TV Tested

VPNs are legal in Malaysia, though the rules around them tightened in 2026. The Online Safety Act took effect in January, the under-16 social media limit followed in June, and in July the government told parliament it’s working with MCMC against VPNs used to avoid those age checks. So the best VPN for Malaysia has to hide your browsing from your ISP at home and provide a Malaysian IP address abroad.

I expected NordVPN to come out fastest, as it usually does in my tests, just not by this much. On its Malaysian server, it kept 157.91 Mbps of our connection, while ExpressVPN came in at 120.57 Mbps. Netflix Malaysia was the harder test, and Proton VPN and Private Internet Access couldn’t unblock it. I’d install NordVPN first.

Proton VPN adds servers in Johor Bahru, ExpressVPN has the simplest apps, Surfshark kept nearly all of our upload speed for video calls home, and Private Internet Access costs the least. No reputable free VPN offers Malaysian servers, though, including Proton VPN’s free plan.

We tested in October from a Windows 11 PC in Europe on a 190.36 Mbps connection, with Speedtest set to a Kuala Lumpur test server on each VPN’s Malaysian location. Ping came in between 188 and 203 ms because of the distance, and it depends on how far you are from Malaysia. In the same tests, I tried Netflix Malaysia, RTM Klik, and Tonton on each VPN after clearing cookies and cache.

How Each VPN Did in Malaysia

1. NordVPN: Best for Speed and Netflix Malaysia

NordVPN downloaded at 157.91 Mbps from Kuala Lumpur, a 17.0% speed loss, and unblocked Netflix Malaysia, RTM Klik, and Tonton. Upload was weaker at 5.95 Mbps, which still covers an HD video call but trails Surfshark’s 17.84 Mbps. NordVPN doesn’t publish how many Malaysian servers it has, and its app lists Kuala Lumpur only. Its Smart DNS covers Samsung and LG TVs and game consoles through a DNS setting, and the app-level kill switch closes chosen apps if the VPN drops.

On Windows, though, it sometimes wouldn’t connect while ExpressVPN was open in the background, and fixing that took diagnostics, an app restart, and a fresh sign-in. The Basic plan costs under $3.50 a month on a two-year subscription, and the Complete plan adds Next-gen antivirus. 2. Proton VPN: Best for Servers in Two Malaysian Cities

Proton VPN has 96 servers in Malaysia: 84 in Kuala Lumpur and 12 in Johor Bahru, a city NordVPN, ExpressVPN, Surfshark, and PIA don’t offer. Its Kuala Lumpur server downloaded at 127.43 Mbps, but upload dropped to 3.93 Mbps, below NordVPN’s 5.95. It unblocked RTM Klik and Tonton, though it failed on Netflix Malaysia. Proton VPN is based in Switzerland, and its no-log policy has been independently audited.

Secure Core sends traffic through a server in Switzerland, Iceland, or Sweden first, and the Stealth protocol, included on every plan, disguises VPN traffic on networks that block it, such as some office and hotel Wi-Fi. 3. ExpressVPN: Best for Simple, One-Click Apps

ExpressVPN connects in one to two seconds, and it unblocked Netflix Malaysia and the two Malaysian TV services. Download speed was 120.57 Mbps, with 12.95 Mbps up. Lookups place its IP address in Kuala Lumpur, but ExpressVPN marks its Malaysian location as virtual, with the server hosted in another country. Malaysian websites still see a local IP address. For users in Malaysia, the connection goes to a server outside the country, which adds distance.

Its apps require almost no setup. Every connection is obfuscated automatically, so there’s no protocol to pick on a restricted network, and the Windows, Mac, Android, iOS, and Fire TV apps share the same one-button layout. The Profile menu has only the basics, such as the protocol, kill switch, and split tunneling, so there’s little to adjust. 4. Surfshark: Best for Video Calls to Malaysia

Surfshark lists 12 servers in Kuala Lumpur and unblocked the same three services as NordVPN. Upload was 17.84 Mbps, close to our 19.37 Mbps baseline, so I’d use Surfshark for video calls home. Download speed disappointed me, though not for the first time. On distant servers, Surfshark has fallen behind NordVPN and ExpressVPN in my tests, and in Malaysia, it downloaded at 102.41 Mbps.

One subscription covers unlimited devices, and in Strict mode, the kill switch blocked traffic through a PC restart. The Starter plan also includes Alternative ID, which creates a separate identity and email address for sign-ups. Surfshark’s Starter plan costs under $2.50 a month over 27 months, and the One plan adds antivirus for about 30 cents more. 5. Private Internet Access: Best for the Lowest Price

Private Internet Access was second only to NordVPN on download, at 136.99 Mbps, with 15.18 Mbps up. Like Proton VPN, it couldn’t unblock Netflix Malaysia, though it had no trouble with RTM Klik and Tonton. PIA costs about $2.20 a month on its two-year plan and allows unlimited devices. Smart DNS, set up from the PIA account page, covers TVs and consoles, and its MACE blocker stopped 96% of ads and trackers on the d3ward test.

The kill switch was the letdown: with it enabled, unencrypted traffic leaked while the PC restarted, which I didn’t expect from a VPN that sells itself on privacy. The Windows app also defaults to OpenVPN, with no Automatic setting, and its interface looks dated. Our full PIA review covers its other features.

Is a VPN Legal in Malaysia?

Yes. No Malaysian law bans VPNs, and MCMC said in 2024 that it wouldn’t block VPN services. In July 2026, the deputy home minister told parliament that police act when a VPN helps commit a crime, such as online scams, deceiving children, or spreading pornography. Those cases fall under the Penal Code, the Computer Crimes Act 1997, and the Communications and Multimedia Act 1998.

The government added that it’s cooperating with MCMC on VPNs and borrowed identities used to evade the social media age limit. The main changes in 2026:

• Online Safety Act 2025: in force since January 1, 2026. It places its duties on licensed platforms, which must remove harmful content quickly, with child sexual abuse material and financial fraud as the priority categories.
• Platform licensing: since January 1, 2026, platforms with at least 8 million Malaysian users count as licensed automatically, including WhatsApp, Telegram, Facebook, Instagram, TikTok, and YouTube.
• Under-16 social media rule: since June 1, 2026, those platforms must stop under-16s from registering and verify existing users, with checks against MyKad, a passport, or MyDigital ID.

What MCMC Blocks in Malaysia

MCMC blocked 24,277 websites between January 2018 and August 2024. By category:

• Online gambling: 39%
• Pornography: 31%
• Copyright infringement: 14%
• Harmful content: 12%
• Prostitution: 2%
• Scams and illegal investment: 2%

In September 2024, MCMC told ISPs to redirect public DNS services, such as Google’s and Cloudflare’s, to local servers. The communications minister ordered it to drop the plan within days, after public criticism. With a VPN connected, DNS requests travel through the encrypted connection, so your ISP can’t see which sites you look up.

Malaysian TV and Netflix From Abroad

Connect to a Malaysian server first, then open the streaming service. Results from our October tests:

• RTM Klik: from Europe, the stream wouldn’t load. The five VPNs unblocked it. In June, RTM said it had set up a team to detect VPN users streaming the World Cup from outside Malaysia.
• Tonton: I created an account from Europe, but every show returned a region error until I connected to Malaysia. The five VPNs unblocked it.
• Netflix Malaysia: NordVPN, ExpressVPN, and Surfshark unblocked the Malaysian catalog. Proton VPN and PIA couldn’t unblock it.
• Astro GO: it requires an Astro subscription, linked by account or smartcard number, so it wasn’t part of our tests. Astro’s no-box Entertainment pack costs about RM40 a month on a 12-month contract.

Is There a Free VPN for Malaysia?

Not with Malaysian servers. On its free plan, Proton VPN assigns a server from a short list of countries that leaves out Malaysia, and the free plans of Windscribe, PrivadoVPN, and TunnelBear skip it too. Hide.me is based in Malaysia, yet its free plan has no Malaysian server either. In Malaysia, a free VPN on a foreign server still encrypts your traffic on public Wi-Fi, though the distance costs speed.

The free VPNs that do list Malaysia, such as Hola and Urban VPN, aren’t worth the trade. Hola shares users’ device resources and IP addresses with Bright Data, and Urban VPN collects browsing data and has no kill switch on its desktop app. A low-cost paid VPN or one with a free trial is the safer choice.

Verdict

In Malaysia, a VPN is legal, and the 2026 rules target platforms. There, you’d subscribe for privacy on public and home networks, and Proton VPN’s Swiss jurisdiction, Secure Core, and servers in two Malaysian cities fit that use. From abroad, install NordVPN.

It kept more speed on its Malaysian server than the other four VPNs, and it unblocked Netflix Malaysia. ExpressVPN and Surfshark unblocked it too for less, while PIA costs the least if local TV is all you watch.
