Instagram in Turkey: What to Do When It’s Blocked or Throttled

Instagram works in Turkey today, but the government has cut access to it before. It was blocked for nine days in August 2024, then throttled during political events in March and September 2025. A VPN restores Instagram in both situations. In our October tests with obfuscation, Instagram’s feed, Stories, and Reels loaded on NordVPN, Proton VPN, and ExpressVPN, and a Story posted on each. How Turkey Restricts Instagram

Turkey restricts Instagram in two ways. A block stops the app from connecting. A throttle slows traffic to Instagram’s servers until feeds and videos stop loading, while the app itself still opens. A VPN encrypts that traffic and changes your IP address to another country’s, so an ISP applying the throttle can’t single out Instagram.

• August 2-10, 2024: Instagram blocked nationwide for nine days, lifted after Meta agreed to Turkish content-removal demands.
• March 2025: Instagram, X, YouTube, Facebook, and TikTok throttled for about 42 hours after the detention of Istanbul’s mayor.
• September 2025: Instagram, WhatsApp, X, and YouTube throttled for about a day during a police blockade of the CHP’s Istanbul office.
• November 1, 2026: new obligations for social networks take effect under an amended internet law, and networks that don’t comply face bandwidth cuts.

Installing a VPN When Its Website Is Blocked

Turkey has blocked VPN companies’ websites in waves: 16 in December 2023, Proton VPN’s included, and about 27 more in August 2024, including NordVPN’s and ExpressVPN’s. The apps stayed listed on the App Store and Google Play, and a subscription bought inside the app works the same as one bought on the website. Desktop clients download only from the VPN’s own site, so install it on a laptop before the trip.

Once connected, a standard protocol such as WireGuard or NordLynx is usually enough. The ISP sees encrypted traffic to a VPN server and can’t tell which service it’s for. How Obfuscation Affected Instagram

We connected each VPN to its Hong Kong servers with obfuscation enabled, on a Windows 11 PC in Europe with a 190 Mbps connection. Then we loaded Instagram and posted a Story.

Upload speed sets how long a Reel takes to post. At 3.48 Mbps, a 100 MB video takes almost four minutes to upload; at 16.97 Mbps, it takes under a minute.

Best VPNs for Instagram in Turkey

1. NordVPN: Best for Fast Servers Near Turkey

NordVPN’s server in Tbilisi, in neighboring Georgia, measured 181.74 Mbps without obfuscation, the fastest Tbilisi result we recorded. On its obfuscated Hong Kong server, Instagram loaded and a Story posted, but upload fell to 5.71 Mbps. NordWhisper kept more speed: 161.13 Mbps down and 16.07 Mbps up on a UK server.

2. Proton VPN: Best for Obfuscation on Any Server

Proton VPN’s Stealth protocol works on any server, so you can pick a country first and add obfuscation after. On a UK server, Stealth measured 175.41 Mbps, 1.9% below plain WireGuard on the same server. On its Hong Kong server, Stealth uploads were slow for long videos, though the feed and a Story worked.

Without Stealth, its server in Tbilisi came in at 174.88 Mbps. Proton VPN isn’t the first choice for creators uploading Reels over long distances. Two years of VPN Plus cost under $3 a month, and each later year about $84.

3. ExpressVPN: Best for Posting Reels on a Throttled Network

ExpressVPN obfuscates every connection automatically, so there’s no mode to look for when a network starts filtering. On a UK server, Lightway measured 185.74 Mbps with that obfuscation in place, and its Hong Kong server kept 16.97 Mbps upload. In Tbilisi, it recorded 168.86 Mbps.

Lightway Turbo disables split tunneling, so sending only Instagram through the VPN requires disabling Turbo first. ExpressVPN’s Basic plan comes to under $3 a month across 28 months, then about $100 a year.

Is It Legal to Use a VPN in Turkey?

Yes. No Turkish law penalizes individuals for using a VPN, and VPN use is legal in most countries. The blocks target social media platforms and VPN companies. A draft amendment reported in mid-2026 would require VPN companies to register with BTK, Turkey’s telecoms regulator, or face fines and bandwidth cuts.

It hadn’t gone to a parliamentary vote at last report. Posts made over a VPN fall under the same Turkish laws as any other post, including the law against insulting the president.
