Porn in Saudi Arabia: How to Watch Securely in 2026

Disclaimer: This page is written for adults. Pornography is illegal in Saudi Arabia at any age, and the Anti-Cyber Crime Law punishes producing, storing, and sharing it with prison terms and heavy fines. No Saudi law bans VPNs, but a VPN doesn’t change what the law prohibits. Gizmodo doesn’t encourage breaking local laws. Our interest is the privacy of adults whose browsing is filtered and monitored by their internet provider.

Pornhub, XVideos, and most other adult sites don’t load in Saudi Arabia. On mobile data or home internet, from STC, Mobily, or Zain, the browser shows a government block page instead. It makes no difference whether you’re a resident, an expat on a work visa, or a visitor passing through Riyadh.

The block itself is easy to understand. What it means for you is less clear: whether watching porn is a crime, what the penalties cover, and how much your internet provider sees. The law turns out to be stricter on some points than people expect, and narrower on others. So what does it actually cover, and where does a VPN fit in?

Note: Access to these VPNs requires a payment card and is strictly limited to adults. Use of these services is entirely at the user’s own responsibility and must comply with applicable law.

Private Browsing in Saudi Arabia, Step by Step

  1. Subscribe to NordVPN and install the app, ideally before you arrive, since many VPN websites are blocked in Saudi Arabia.
  2. Enable the kill switch in the app’s settings before you browse.
  3. Pick a server in a country where adult sites are legal, such as Canada or Japan. Skip servers in Saudi Arabia and the UAE, which block the same sites.
  4. Browse in a private window and don’t download files. Saudi law treats stored explicit material as an offense, with or without a VPN.

Choosing a Server for Adult Sites

Connect to a server in a country where adult sites are legal and operate as usual. When I connected to NordVPN’s Canadian server, Pornhub worked normally. In our October tests, Pornhub and xHamster also worked on Hong Kong and Tokyo servers with NordVPN, Proton VPN, and ExpressVPN.

Most of Saudi Arabia’s neighbors filter the same sites, including the UAE, Qatar, and Kuwait, and Turkey has blocked Pornhub for years. Several VPNs also list Saudi Arabia as a location. A Saudi server helps with local banking apps, but it leaves the block in place, so it’s no use for adult sites.

Check the kill switch first. It cuts your internet connection if the VPN drops, so no unencrypted traffic goes out to your internet provider. An ad blocker is worth enabling as well, because ad-heavy adult sites are a common source of malicious pop-ups.

Is Watching Porn Illegal in Saudi Arabia?

Porn is prohibited, and keeping it on a device is a crime. Saudi Arabia treats pornography as prohibited material, and the main law applied to it online is the Anti-Cyber Crime Law of 2007. Its Article 6 covers producing, preparing, sending, or storing material that harms public morals, as well as promoting porn or gambling sites.

The penalties it sets are maximums:

  • Producing, sending, or storing explicit material: up to 5 years in prison, a fine of up to SAR 3 million (about $800,000), or both
  • Attempting one of these offenses: up to half the maximum penalty
  • Devices and software used: can be confiscated by the court

The text doesn’t name watching. Storing is a different matter, and a downloaded video on your phone counts as stored material. The law has no exception for adults or for private use either, which puts it closer to the porn rules in the UAE than to most countries.

In practice, recent prosecutions reported by Freedom House involved posts and speech online, and some ended in sentences of 10 years or more. For expats and visitors, the main risk is the phone itself. A device can be inspected and confiscated, so explicit files stored on it are the clearest legal exposure.

How Saudi Arabia Blocks Adult Sites

The Communications, Space and Technology Commission (CST), called CITC until late 2022, decides what’s blocked. It sends filtering lists to internet providers, which apply them at the gateways every connection passes through, and providers face heavy fines if they don’t comply.

That’s why the same block page appears on STC, Mobily, Zain, and home fiber alike. The list goes beyond adult sites. Gambling, some political and religious content, Tor, and the websites of major VPN companies are blocked as well, and members of the public can report sites for blocking.

Simpler tools, such as a different DNS server or a free proxy, rarely work against filtering at this level, as our guide on how to unblock websites explains. A VPN works differently. It encrypts your connection on its way to a server abroad, so your internet provider sees only that encrypted connection instead of the sites you visit.

The same principle is behind staying anonymous online on any filtered network.

Is It Legal to Use a VPN in Saudi Arabia?

Yes, as far as the law’s text goes. No Saudi law bans VPNs, and a Saudi cybercrime expert told Al Arabiya in late 2023 that no legal text criminalizes using one. The offense comes from what the VPN is used for.

Lawyers have pointed to Article 3 of the same law as the one that could apply to VPN misuse. It covers unlawful access, with up to a year in prison and a fine of up to SAR 500,000. No article sets a separate penalty for having a VPN app on your phone.

Your internet provider can still see that you’re connected to a VPN, though, even when it can’t see the sites. For everyday uses, from calls to banking, our VPN guide for Saudi Arabia compares servers and apps.

VPNs That Keep Browsing Private in Saudi Arabia

We recommend VPNs with an independently audited no-log policy, a kill switch, and a way to disguise VPN traffic on networks that inspect it.

NordVPN, Proton VPN, and ExpressVPN meet those requirements. The table sets two of our test results next to the disguise method each one uses:

VPN Average speed loss (UK, US, Japan) Ad and malware blocking (our test) Obfuscation
NordVPN 7.8% 76% (Complete plan) Obfuscated servers with NordWhisper
Proton VPN 10.2% 93% (NetShield, paid plans) Stealth protocol
ExpressVPN 7.8% 71% (Advanced plan and up) Automatic on every connection

1. NordVPN: Best for Layered Encryption

Pros

  • Double VPN with a minimal speed cost
  • App kill switch for chosen apps
  • Obfuscated servers for networks that inspect traffic
  • Malicious-site blocking on the Complete plan

Con

  • App takes some learning for beginners

NordVPN’s Double VPN sends your traffic through two servers instead of one, adding a second layer of encryption. In our tests, that extra layer cost only 2.9% of the speed on a UK server, which you won’t notice on a video.

Its app kill switch adds a narrower safeguard: you name the apps it should close, such as your browser, if the VPN connection drops. For networks that inspect traffic, NordVPN’s obfuscated servers run on NordWhisper, a protocol designed to make VPN connections look like ordinary web traffic.

On the Complete plan, next-gen antivirus also blocks malicious sites, including copycats that pose as popular adult sites. Expect roughly $3.50 a month for the Basic plan over 27 months, and NordVPN refunds within 30 days if it isn’t for you.

2. Proton VPN: Best for Secure Core Routing

Pros

  • Secure Core servers in privacy-friendly countries
  • NetShield blocks ads and malware
  • Advanced kill switch
  • Stealth protocol on every plan

Con

  • No post-quantum encryption yet

Proton VPN’s Secure Core sends your connection through a hardened server in Switzerland, Iceland, or Sweden before it continues to the country you picked. Its ad blocker, NetShield, also blocked 93% of ads and trackers in our test, ahead of NordVPN and ExpressVPN.

That means far fewer pop-ups and fake download buttons on free adult sites. Proton VPN is based in Switzerland, publishes the code of its apps, and has its no-log policy audited every year.

Its Stealth protocol disguises VPN traffic as regular web traffic, and it’s available on the free plan too. Two years of Proton VPN Plus works out to under $3 a month, and refunds are full for the first 30 days.

3. ExpressVPN: Best for Fast, Automatic Connections

Pros

  • Connects in a second or two
  • Obfuscation enabled by default
  • Post-quantum encryption
  • Strict kill switch mode

Cons

  • Ad blocking reserved for higher plans
  • Fewer advanced settings than rivals

ExpressVPN takes the most decisions off your hands. It disguises every connection without a setting to enable, and in our tests, it connected in one to two seconds, faster than NordVPN or Proton VPN. Adult sites worked normally on it too, including XVideos.

Its encryption is post-quantum, meant to resist attacks from future quantum computers, and its servers run from memory, so they wipe their data at every restart. In strict mode, the kill switch blocks all traffic until the VPN connects.

ExpressVPN’s Basic plan works out to about $3 a month over 28 months. Plus, you get a 30-day money-back guarantee on all plans, long and short.

Final Thoughts

Saudi Arabia filters adult sites at the network level, so every local connection, mobile or fiber, shows the same block page. With a VPN connected to a server in a country where adult sites are legal, the filter sees only encrypted traffic. What a VPN doesn’t change is the law.

Article 6 punishes storing and sharing explicit material, and no app offers cover for that. The practical risk for most adults is a phone full of saved files, not the browsing itself. For the connection itself, we recommend NordVPN.

It kept our speeds high with its extra encryption layer on. Whichever setup you use, keep the kill switch enabled and keep explicit files off your devices.

Saudi Arabia Porn FAQ

Is Pornhub blocked in Saudi Arabia?

Yes. Pornhub is blocked across Saudi Arabia, along with most adult sites, because the CST filtering list applies to every internet provider in the country, from mobile networks to home fiber.

Can you watch porn in Saudi Arabia?

No, not legally. Saudi authorities classify pornography as prohibited content and filter adult sites on every network, and the cybercrime law sets prison terms for keeping or distributing explicit material.

Can downloading porn lead to prison in Saudi Arabia?

Yes. The Anti-Cyber Crime Law treats storing explicit material as an offense, so a downloaded video can bring prison time, a large fine, and confiscation of the device used.

Do any porn sites work in Saudi Arabia without a VPN?

No, not the major ones. The CST filtering list covers Pornhub, XVideos, and most other adult sites, and every Saudi internet provider applies it on mobile and home connections.

Are VPN websites blocked in Saudi Arabia?

Yes, many of them. Saudi Arabia blocks the websites of major VPN companies and Tor, so travelers usually install a VPN app before arriving instead of downloading it locally.

Can Saudi internet providers see VPN use?

Yes, in most cases. Saudi internet providers can tell that a device is connected to a VPN, but encryption hides the sites visited. Obfuscation makes the VPN connection itself harder to recognize.
