What a Free Plan Can and Can’t Do in Ukraine

NordVPN‘s Kyiv server recorded 178.22 Mbps down and 18.52 Mbps up at a 41 ms ping, a 6.4% loss off our baseline. Megogo and Netflix Ukraine unblocked on it. The IP lookup named a Kyiv host, so Ukrainian services treated the connection as local. There’s no permanently free plan. Android users can test it for 3 days through Google Play with a card.

The Proton VPN Plus plan lists Kyiv as UA#22 and measured 148.64 Mbps at a 40 ms ping, a 21.9% loss. Proton VPN also unblocked Megogo. Netflix Ukraine detected the connection and blocked it. The lookup suggests why. Its Ukrainian IP address came back as Frankfurt, Germany, so a service reading that database sees a German connection.

Device coverage is its other limit. Proton VPN offers no Smart DNS, so a television without VPN support requires a router install. A two-year Proton VPN Plus subscription totals $71.76 and covers 10 devices. Its free tier has no data limit, though the app assigns one of ten countries, and Ukraine isn’t among them. ExpressVPN recorded 167.97 Mbps from its Ukraine location, an 11.8% loss, and the lookup placed the IP address with JSC Ukrtelecom in Kyiv. Netflix Ukraine opened from that location, though Megogo wouldn’t load. Two faults showed up in the same session. The connection took ten seconds to establish, against two or three seconds on the other apps.

Ping came in at 91 ms, against 41 ms on NordVPN and 40 ms on Proton VPN to the same city. A 28-month Basic subscription costs $2.99 a month, with $99.95 charged at each renewal, and smart TVs connect through MediaStreamer.

Where a network blocks VPN traffic, the Stealth and WStunnel protocols still connect. The account has no device limit either, so a family shares one sign-up. Ukraine is absent from the free list, and the connection stops once the monthly allowance is used.

PrivadoVPN’s free plan measured 164.55 Mbps on its US server, the quickest free figure we recorded. Its free country list includes Germany, France, and the Netherlands, which keep ping low from Ukraine, and free accounts pick the location themselves. The 10 GB allowance resets after a manual click on the account page each month, which becomes tiresome.

VPN use is legal in Ukraine, and none of the plans here break Ukrainian law. Two points are worth knowing before connecting:

  • Russian platforms are blocked nationally. VK, Odnoklassniki, Mail.ru, and Yandex services have been blocked by presidential decree since 2017, with the ban extended since then, so Ukrainian ISPs won’t load them.
  • Streaming terms still apply. Megogo and Netflix expect an account to be used in its home country, and breaking that puts the account at risk.
