NordVPN offers two ways to hide VPN traffic from Turkish ISPs: obfuscated servers, which use OpenVPN, and NordWhisper, a protocol designed to blend in with regular browsing. On an obfuscated UK server, it lost 11.9% of our speed. For sensitive work, Double VPN sends your traffic through two servers instead of one.
It was also the only VPN on our list whose default kill switch still blocked traffic after we restarted the PC. The others passed that test only in their strictest modes. The app’s map-based layout takes time to learn, and the search bar is the quicker way to find a country.

A Turkish digital rights group found ISPs slowing Proton VPN connections or dropping them silently, and Stealth makes the connection resemble standard HTTPS traffic. With Stealth on a UK server, it lost 7.9% of our speed.
Streaming was less consistent, though: it failed on Hulu and Pluto TV, which NordVPN, ExpressVPN, and Surfshark unblocked in our tests. On the two-year plan, Proton VPN Plus costs $2.99 a month. That’s $71.76 at checkout, with an $83.88 yearly renewal.

ExpressVPN obfuscates every connection automatically. There’s no mode to find or server type to choose before you connect in Turkey. That makes it the simplest VPN on our list to set up. It lost 7.8% of our speed on average, tied with NordVPN for the lowest in our tests.
Beyond the protocol and the kill switch, ExpressVPN offers little to configure. For first-time users, that keeps setup quick. The renewal price is steep, though, and ExpressVPN deals can soften it before the first term ends.

Surfshark unblocked all 14 streaming services in our retest, from BBC iPlayer to Netflix US, without a browser extension, and it’s among our top VPNs for streaming. NoBorders mode activates automatically when the app detects a restricted network. Camouflage Mode hides VPN traffic on OpenVPN connections.
On OpenVPN TCP, Surfshark lost 54.0% of our speed on a UK server. Use Camouflage only on networks where the faster WireGuard protocol won’t connect. A few connections also took longer than usual to start. If one seems stuck, cancel it and start again.

Private Internet Access has more settings to adjust than the other VPNs on our list, at a lower price. For Turkey, use OpenVPN, the app’s default protocol, and enable the Shadowsocks proxy under Multi-Hop. The proxy doesn’t work with WireGuard. With the proxy on a US server, PIA lost 26.2% of our speed.
With its default kill switch, traffic leaked after we restarted the PC with the VPN connected. That surprised me from a VPN so focused on privacy. With the Advanced Kill Switch enabled, nothing leaked in the same test. Enable it before you rely on PIA in Turkey.
The Windows app looks cluttered, but for Turkey, the kill switch and Shadowsocks settings are the only two to change. PIA’s two-year plan costs around $2 a month, and its renewal price is the lowest of the five VPNs here.
Is a VPN Legal in Turkey?
Yes, it’s legal to use a VPN in Turkey. No Turkish law prohibits using a VPN. Instead, regulators block VPN companies’ websites and some of their servers. In November 2023, the telecom regulator BTK told ISPs to block 16 VPN services, including NordVPN, Proton VPN, ExpressVPN, Surfshark, and PIA.
In August 2024, the rights group İFÖD listed 27 blocked VPN services. Then, in April 2026, a draft law proposed licensing VPN companies through BTK. It hadn’t passed by October 2026. A VPN also offers no legal cover for posts that break Turkish law.
Under the 2022 disinformation law, the prison sentence increases by half when the person posting hides their identity. From November 1, 2026, Turkey requires age verification through the government’s e-Devlet portal for social media accounts, under a ban on users under 15.

After Istanbul’s mayor was detained in March 2025, X, YouTube, Instagram, WhatsApp, and TikTok were throttled for 42 hours nationwide. Istanbul had about 21 more hours of throttling in September 2025. A VPN can help, because the ISP sees only encrypted traffic and can’t tell which app is in use.

A law passed in July 2026 moved the power to block and throttle sites from BTK to the Cybersecurity Directorate.
How to Set Up a VPN in Turkey
- Install it before you travel. Most VPN websites don’t load from Turkey, though the major VPN apps are listed in Turkey’s App Store with prices in lira.
- Pay by card or through the app store. PayPal left Turkey in 2016 and isn’t available to residents.
- Enable obfuscation. Use NordVPN’s obfuscated servers or NordWhisper, Proton VPN’s Stealth, Surfshark’s NoBorders mode, or PIA’s Shadowsocks proxy. ExpressVPN obfuscates connections automatically.
- Connect to a nearby country. Nearby servers are usually faster than distant ones. Bulgaria, Greece, and Romania are close options for changing your IP address to one outside Turkey.
- Use the strictest kill switch. It keeps your traffic blocked if the VPN drops, including after a restart.
If you arrive without a VPN, Istanbul Airport’s free Wi-Fi works with an SMS code or a passport scan at a terminal kiosk. That’s enough to download an app, but connect the VPN before you sign in to email or banking on that network.
