Kentucky never banned Pornhub. The site’s owner switched it off for Kentucky visitors on its own, and the login form that greets you there today accepts only accounts created before the block. The state law behind it didn’t make porn illegal for adults.
It made sites responsible for age checks, and many of the sites that remained in the state now require a driver’s license or a face scan first. Few adults want to hand that to a verification company they’ve never heard of. A VPN changes the one detail Pornhub reads: your IP address.
Connected to a server outside the state, you appear where the site works normally, and your ISP sees encrypted traffic to one server and nothing about the pages behind it. Some adult sites never left Kentucky, and a few don’t require ID. More information is below.

Is Pornhub Banned in Kentucky?
No, not by the state. House Bill 278 took effect on July 15, 2024, and it doesn’t name Pornhub or any other site. Its rules cover for-profit sites that knowingly publish material harmful to minors once that material makes up over a third of the site, and those sites must confirm every visitor is 18 or older.
Accepted methods are a state or federal ID, or a commercially reasonable check based on transactional data, such as banking or credit records. Only private lawsuits enforce it. A parent whose child got in can claim $10,000 per instance, and the attorney general has no role.
Sites also may not hold on to anything that identifies a visitor after letting them in, and each day they do adds to the damages. Viewers face no penalty under it. Pornhub’s owner decided not to carry out those checks. Aylo disabled the site for Kentucky on July 10, 2024, and took RedTube, YouPorn, and Tube8 offline in the state at the same time.
A Kentucky IP address now sees a login screen that accepts only existing, already-verified accounts. Don’t expect the block to lift soon. The Supreme Court settled the main legal question in June 2025, when it upheld Texas’s near-identical law in Free Speech Coalition v. Paxton, and no one has challenged Kentucky’s version in court.
How to Access Pornhub in Kentucky With a VPN

Aylo’s free sites are the only full blocks, and their restrictions reach beyond the US, as with YouPorn in Australia. Brazzers, Aylo’s paid studio site, works normally. XVideos, XNXX, SpankBang, and YouJizz don’t check ages either.
Eporner has the lightest requirement on the list: a free account and a confirmed email address. xHamster, Chaturbate, Stripchat, and LiveJasmin show blurred videos or a verification banner until you confirm your age, and Chaturbate offers a face scan, an ID scan, or an email check.

Servers span 113 countries. The Basic plan covers ten devices, and the higher tiers add more devices along with Advanced Protection, which cuts down ads and trackers on ad-heavy adult sites. If you want Pornhub back on one laptop with as few settings as possible, ExpressVPN takes the least setup.
Is Porn Illegal in Kentucky?
No. Watching porn as an adult breaks no Kentucky law, and House Bill 278 places every duty on websites, not on the people who visit them. Using a VPN is legal too.
No Kentucky or federal law restricts VPNs, and the only rule a VPN might break is a site’s own terms of service. The law’s critics focus on privacy. The Free Speech Coalition, the adult industry’s trade group, opposed it because it pushes adults to share ID documents or financial records with third-party verification companies.
The ban on keeping that data only works after the fact: a company can still be hacked while it stores the details, and adult sites have suffered large breaches before. Keeping an ID out of the process altogether avoids that risk.
VPN rules elsewhere target sites, not viewers. Utah’s 2026 law, for example, treats people physically in Utah as Utah visitors even when they connect through a VPN, and it doesn’t penalize the person watching. Kentucky has passed nothing similar.
Pornhub in the States Around Kentucky
Crossing into a neighboring state rarely helps. Virginia, Tennessee, Indiana, Missouri, and West Virginia require age checks, and Pornhub is blocked in most of them.
Tennessee’s law took effect in January 2025, and our page on porn sites in Tennessee covers what changed there. Missouri followed later. Its attorney general’s rule pushed Pornhub out in late 2025, and a state law replaced the rule in August 2026.
So, adult sites in Missouri now verify visitors under state law. Ohio is the odd one out. It also passed an age-check law, but Pornhub claims an exemption there and remains available, while Illinois has no such law. Border towns have a separate problem.
An IP address can be registered to the wrong side of the line, so someone in southern Indiana or Ohio may see Kentucky’s login form, and a VPN server sorts that out as well.
