Why WhatsApp Calling Is Blocked in the UAE

Internet calling is a licensed service in the UAE. The Telecommunications and Digital Government Regulatory Authority grants VoIP licenses to approved operators, and every provider on the network must filter traffic from apps without one. WhatsApp has never applied for or received that license, so its calls fail while its messaging works. The restriction is federal, so Dubai, Abu Dhabi, Sharjah, and the rest are treated identically, and it applies equally to voice and video.

FaceTime, Skype, and Telegram calls fall under the same rule. UAE carriers apply the filter to traffic crossing their own networks, so the connection type changes the outcome. A phone roaming on its home operator places calls normally, and so do some travel eSIMs, while others route through a local network and meet the same filter. Hotel and café Wi-Fi always does. Licensed alternatives exist:

• BOTIM, C’Me, HiU Messenger, Voico and GoChat: TDRA-approved calling apps, usually requiring a paid add-on from e& or du.

Is It Legal to Use a VPN for WhatsApp Calls in the UAE?

Owning and using a VPN in the UAE is lawful, and businesses and residents use them for privacy and remote work. A narrower question applies to using one to bypass a restriction. Article 9 of Federal Decree-Law No. 34 of 2021, the UAE’s cybercrime law, penalizes using a VPN or a fraudulent IP to commit or conceal a crime. Reported penalties run from AED 500K to AED 2M, with possible imprisonment.

Circumventing a telecommunications restriction has been read as falling within that provision. In practice, prosecutions of individual residents or visitors for a failed WhatsApp call are not something the record shows, and a call that doesn’t connect leaves nothing to prosecute. The licensed apps raise no legal question.
