• Hola VPN. One of the most popular options, but very dangerous because it uses a P2P connection model. It has no obfuscation or other technologies for bypassing firewalls, so naturally, it won’t work.
• Speedify. We tried Speedify’s free version. It’s very limited, and although it’s very fast and reliable in other countries, the Great Firewall easily detects and blocks it, no matter the settings and protocols we tried.
• Betternet. It’s popular as a free, fast, and secure VPN, but in China, it doesn’t work at all in May 2026. We even tested its paid plans, but without success.
• Urban VPN. We reviewed Urban VPN, and it was terrible. In China, it’s even worse because it won’t connect, plus, it doesn’t offer tweakable settings. In our testing outside China, this VPN frequently leaked our DNS.

Are VPNs Legal in China in 2026?

Yes, in short, only government-approved VPNs are legal. They’re licensed to operate in the country, but at the same time, due to the country’s policy, they’re obligated to store and hand over user data to the government. In theory, the authorities could fine you for using a non-government-approved VPN.
